District Manager / Project Manager
TEAMRCD — Riverside County, California

TEAMRCD is a nonregulatory Special District in a growth phase, currently with one full-time employee. This role serves as the district's chief administrative officer and primary project manager.
Roughly half the position is dedicated to managing the I-15 Rainbow Canyon Wildlife Crossing — a multi-agency initiative with Caltrans and The Nature Conservancy covering engineering coordination, environmental documentation, public outreach, and grant administration. The other half covers district operations, board support, compliance, and strategic growth.
Key Responsibilities
- Manage the I-15 Wildlife Crossing — schedules, 65% engineering plans, budgets, stakeholder coordination
- Run day-to-day district operations, Brown Act/Public Records Act compliance
- Prepare board agendas, budgets, staff reports; administer contracts and MOUs
- Identify funding, write grants, develop new conservation programs
- Serve as public spokesperson; represent TEAMRCD at meetings and events
- Supervise staff and oversee consultant performance as the district grows
Minimum Qualifications
- BS in relevant field or 5+ years equivalent experience
- Project management experience (natural resources, infrastructure, or multi-agency)
- Grant writing, budget admin, contract management
- Strong communication skills, MS Office, valid CA driver's license
Preferred
- Caltrans or large infrastructure/environmental project experience
- CEQA/NEPA familiarity
- Special District or RCD experience
- Government grants over $1M
